COL. (R) CHELS CHAE
PRESIDENT & CEO
Chels Chae served in the United States Army for nearly 30 years, culminating his career as the Chief of Staff for Joint Task Force – Homeland Defense. He is a subject matter expert in disaster management, multinational operations, international negotiations and organizational design and capability development. Chels has extensive experience working closely with 29 of the 36 countries in the U.S. Pacific Command as well as NATO member nations. He has provided oversight and directed extensive Army Theater Security Cooperation Plan spanning 24 partner nations in the Asia-Pacific region.
Chels’ education includes a Master of Strategic Studies from US Army War College and a Master of Advanced Military Studies. He obtained a Bachelor of Science in International Relations from the United States Military Academy and received training from the Institute of Design at Stanford University on Design Thinking.
David Ngo
Director of operations
David served over 21 years in the United States Army before retiring in 2022. He brings with him 20 years of experience in operations, maintenance, facility, instructing, recruiting, training program management and curriculum development.
He grew up in Los Angeles, California before enlisting and earned his Bachelor of Science in Business Management. David currently serves as the Director of Operations managing day to day operations, security, policy, administration and contract management. He also coordinates logistics and human resources and assists in business development.
Desiree Marts
Director of Human REsources
Desiree is an accomplished Director of Human Resources, dedicated to delivering exceptional service to clients. With 15 years of experience in supporting military communities through family support systems, chapels, community programs, and outreach initiatives, Desiree brings a wealth of expertise to her role.
Her career includes pivotal roles such as an administrative systems creation specialist for a startup community program and program manager for diverse government clients. In her current role, Desiree manages recruiting efforts, oversees HR administration, and contributes to business development.
Desiree is also a certified SHRM-SCP professional, underscoring her commitment to excellence in human resources.
Joshua Tyler
Director of PROGRAM MANAGEMENT
Josh served 20 years in the Marine Corps before retiring in 2015. He brings with him 25 years of experience in maintenance, facility, and training program management as well as curriculum development and logistics planning.
He grew up in Central Indiana before enlisting and earned his Batchelor of Science in Business Administration from Hawaii Pacific University in 2020. Josh currently serves as the Program Manager for facility operations and maintenance services and assists with business development and contract management.
